At the end of a manifest reality cycle, the time for its final sanction, freeing all matter to return to Void, one could keep the bits of completely free will whose will is to continue with manifest reality, and not have a total return to Void, rebuilding a new manifest reality with willing elements to work toward a truly liberated manifest reality.
